A Canadian work permit for French-speaking foreign workers with a job offer outside Quebec, which lets employers hire them without a labour market impact assessment.

Francophone Mobility, known in French as Mobilité francophone, is a work permit run by Immigration, Refugees and Citizenship Canada. It makes it easier for Canadian employers to hire French-speaking or bilingual foreign workers without a labour market impact assessment, provided the job is in a Canadian province or territory outside Quebec.

To be eligible, you must meet the general requirements for a work permit, plan to live and work outside Quebec, and prove speaking and listening skills in French at level 5 or higher on the Canadian language benchmark scale known as NCLC. Results from the TEF or TCF tests, or proof of a college or university programme taught in French, are accepted, and reading and writing do not have to be proven. The job offer can be in any occupation category of the National Occupational Classification, except primary agriculture jobs in the two lowest categories.

Before you apply, your employer must submit the offer of employment through the IRCC Employer Portal, pay an employer compliance fee and give you the offer of employment number that your application requires. You then apply online through an IRCC account, upload your documents, including your proof of French, and pay the work permit processing fee.

There is no fixed intake: IRCC lists the permit as open, and you can apply as soon as your employer has submitted the offer.
