Swiss work permits for highly qualified managers, specialists and skilled professionals from outside the EU/EFTA, granted only when the employer proves that no suitable person could be found locally.
Switzerland admits workers from outside the EU and EFTA through a system separate from the free movement of persons, and it is deliberately narrow. A person from a non-EU/EFTA state may work in Switzerland only if highly qualified, meaning a manager, specialist or other skilled professional. In practice this means a degree from a university or a higher education institution together with several years of professional work experience; depending on the profession, people with special training and several years of experience may also be admitted.
The employer is the one who must make the case. Admission has to be in the overall economic interest of Switzerland, and the number of permits is limited by maximum numbers that the Federal Council sets every year. The employer must prove that no suitable person could be found in Switzerland or in an EU or EFTA state, which means a genuine search, registering the vacancy with the regional employment centres where required and advertising it through the usual channels of the sector. Salary, social security contributions and terms of employment must match what is customary in the region, the profession and the sector, and the employment contract is signed on the condition that it applies only if the authorities grant a permit.
For stays of several years, the authorities also assess professional and social adaptability, language skills and age. A job offer alone does not create an entitlement to a permit, and applicants must explain and document why their admission serves the overall economic interest.
There is no application window, but decisions are made within the yearly limits.
